[Flayn is not terribly aware of her surroundings.
Which, perhaps, is not a very good thing to be when you're walking up into the mountains - but it also means, because she doesn't immediately realize that Dazai is there, that she isn't bothering to reign herself in, either. There are tears in her eyes that she actually lets fall as she follows the path at a hurried pace.

With Anya, she didn't want to really talk or touch anyone. Flayn is different though. He'll continue to follow, stepping up his pace to make sure he's close enough to catch her in case she falls.

[Well, that's unexpected. Flayn nearly jumps right out of her skin, blinking tears from her eyes as she whirls around to face him. It's still obvious that she's been crying, though; she's not terribly good at covering up her tracks.]

I'm assuming because the votes wound up scatted to a bunch of different volunteers. Add on that emotions were high and he was being aggressive... enough people voted him.

We aren't all united as a single team yet. And even then, we may have to kill one last time next week before this game stops.
